There are some technical issues that shouldn't be happening, but here's what I found:
Mod can gag/mute/kick/ban Operators
VIP can gag/mute Mods and Operators
~not sure about the status of PRO but would be safe to assume that they can use their power on higher ranks if the other ranks can
Operators do not have the power to respawn
Also not needed but would certainly help a lot in moderating the server is if we can have the power to check friends online, similar to how we can in DMV.
