another small update in rules

Apparently all mods don't seem to know this so I updated the rules

added this:

15. You are not allowed to kill anyone on suspicion even in overtime (need proof)

Who didnt know this? its been common knowledge for whoever plays on the server even though its written.

Its not really (all) mods , its regular players . They make up their own little rules practically and don't listen .
